The science of public health has evolved since the 18th century, when it focused on isolating the ill and quarantining those exposed to diseases to prevent transmission of infection. In the 19th century, the focus was on sanitation, especially separating fecal contamination from food and water. Living conditions improved tremendously as a result. With the understanding of infectious disease transmission in the early part of the 20th century, the focus shifted to immunizations and infection control.

On the financial side, the government of Mongolia simply has less money to work with when it comes to addressing health issues. Under normal conditions, Amarsaikhan said, “There is a big gap between urban and rural development. Infrastructure is underdeveloped. We have poor quality of health services and inadequate health care access.” During the pandemic financial issues became even more acute. “The economy is dependent on mining exports.”

As months passed, that reading grew more problematic. Too many people were still becoming infected and far too many were still dying. Cynical, opportunistic politicians jumped on an anti-vaccine bandwagon, while the voters they claimed to represent were succumbing to the terrible disease. People were (and still are) inexplicably rejecting science, clinging to a demagogue-inspired belief that somehow, in some way, vaccines against this deadly disease threaten their “individual freedom.”

Whatever choice you make, you should know that personal idleness has a different function from civic-minded idleness. Personal idleness restores and renews but can also lead to anti-social or exploitative behavior. Civic-minded idleness acknowledges our connection with society even as we withdraw from it, giving us space to explore, play and discover. Ultimately, this should lead to a more equitable society.
